Plains All American Announces Open Season for Two Crude Oil Pipelines

Plains All American Pipeline LP is seeking shipper commitments for two crude oil pipelines through Texas. One is a proposed 120,000 barrels per day (bpd) pipeline from Cushing, Oklahoma, to Longview, Texas, and the other is an 80,000 bpd joint venture with Delek Logistics Partners LP from Longview to Shreveport, Louisiana.

The proposed Cushing to Longview pipeline would originate at the Plains All American terminal in Cushing and transport light sweet crude to Longview, Texas.

Caddo Pipeline LLC is a 50/50 joint venture between Plains All American and Delek Logistics. The proposed pipeline would originate at the Plains terminal in Longview and also transport light sweet crude to refineries in the Shreveport area, as well as Delek Logistics’ pipeline system supplying Delek US Holdings’ refinery in El Dorado, Arkansas.

The open season process provides an opportunity for potential shippers to make long-term volume commitments for service in exchange for a discounted rate. By submitting a binding proposal, bidders are offering to enter into a long-term throughput and deficiency agreement for pipeline capacity. The open season will end at 5 p.m. Central on July 23.
